Bolivia switches on modified foods ban

Giving Morales the benefit of the doubt by assuming that his recent puzzling moves are contrary to his desires and occasioned by necessity, what does it portend for the people of Bolivia or any other "developing" nation when a government adopts an agenda it was elected to prevent? Are Morales' gas taxes and GM food and new roads through indigenous lands (etc) inescapable?
